Rules for the Central Yorkshire Cricket League
Jack Hampshire Memorial Trophy, Barry Winstanley Memorial Trophy and Wheatley Cup


1.      Competitions
          a) The Jack Hampshire Memorial Trophy will be played on a knockout basis and will involve only 16 teams, these are:
               All 12 Premier Division teams plus the top 4 1st Xl teams in Division One as at the end of the previous season.
          b) The Barry Winstanley Memorial Trophy will involve:
              The remaining 11 first teams plus the top 5 second teams from the previous season.
          c) The Wheatley Cup will involve:
               All 22 remaining second teams. This will require a preliminary round to be played on the same date as the JH & BW first round.
2.      Where possible all games will be played on the ground of the first drawn Club in each pairing, except for the Finals which will be played on grounds selected by the Management Committee.
3.      The Competitions will be governed by the League Management Committee whose decisions shall be final. The League Management Committee will meet each year and determine the dates for each round. All games in the three competitions (except round 1 of the Wheatley Cup) will be played on the same date, apart from the Finals.
4.      Unless directly specified to the contrary, all rules will be as for the CYCL.
5.      Any Club failing to fulfil a fixture for either side for whatever reason shall be fined the sum of £25 and will be automatically suspended from the following year's Competitions. That is both 1st and 2nd XI teams irrespective of which side fails to fulfil a fixture.
6.       Amendments
Any Club proposing any amendments to the Competition rules shall do so in accordance with the procedure laid down in Central Yorkshire Cricket League Rule 15, and any such proposals will be dealt with at the League Annual General Meeting.
7.      Player Qualification
No player shall play for more than one Club in any of the three Competitions in the current season. Any player appearing on a Club's register on July 31st of the previous season shall be eligible to play for his Club in the following Season's Competitions. Any player registered after that date shall have appeared on the team sheet in at least one match prior to the Second Round or three matches thereafter in the current year's programme.
Any player who is unable to fulfil these requirements, due to injury or illness, may, at the discretion of the Management Committee be allowed to take part, in certain circumstances. Note:- Club juniors, providing they have not played senior cricket for another Club in the same season, will be eligible to play at any time. However, they must be correctly registered at least 48 hours before the commencement of the match in which they play. Provided he meets the criteria laid down for the Jack Hampshire Competition, a player shall be eligible to play in the Barry Winstanley (for an ‘A’ team) or Wheatley Cup providing he has, during the current season, played the same number, or more, matches for the 2nd XI than the 1st XI. No player can play in the same round of the three competitions for the same Club. Professionals are not eligible to play in the Wheatley Cup.
8.       Playing Conditions
          All matters not covered in these playing conditions shall be in accordance with the M.C.C. Laws of Cricket.
  8.1   All matches shall commence at 1.30pm and, if not decided, as below, shall continue on the following Monday evening commencing at 6.30pm.
  8.2   Nomination of players is as per league matches in CYCL Rule 28.
  8.3  Each side be allowed 40 x 6 overs batting or until the batting side is dismissed. Where a 2nd XI is drawn to play on its own ground and it is not possible to do so due to 1st XI commitments, the match will be played on the ground of the opposing Club. If this is not possible, alternative arrangements can be agreed with the other Club, subject to approval of the Management Committee.
  8.4  Over rate: Each team when fielding shall be required to bowl a minimum of seventeen (17) overs per hour of play. Any team not achieving this fair over rate shall be fined for each match where failure is reported by the match Umpires, as per League rule.
  8.5  No bowler shall be allowed to bowl more than eight overs. If the start is delayed and the number of overs to be played is reduced, bowler's maximum allocation will be one fifth of the total number of overs. If the total number of overs agreed upon is not divisible by five, the allocation for each bowler shall be rounded up to the next complete over (i.e. match of 39 overs, maximum per bowler 8 overs, etc). If for any reason a bowler is unable to complete an over, the over shall be completed by another over still eligible to bowl and such an over will be treated as part of his allocation of overs.
  8.6  WIDE BALL. Umpires are to be instructed to apply a very strict and consistent interpretation of this law. Any ball passing down the leg side, with the batsman in his normal guard, and not touching part of the batsman's person shall be called and signalled 'Wide Ball'.
  8.7  FIELDING RESTRICTIONS. For the first 15 overs or pro rata if the overs are reduced, no more than two fielders must be out of the designated area. For the remaining overs no more than five fielders are permitted out of the area.
The area is defined by two semi-circles, each with a radius of 25 yards, with their centres being middle stumps. The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the same side of the pitch. The striker's end umpire shall call and signal 'No Ball' at the instant of delivery if this rule is not observed. Clubs must use white discs to mark out the designated area, white lines are not adequate.

9       Playing Conditions - Weather Intervention
  9.1   If the start is delayed due to weather conditions, the first hour of lost play will not be included in the equation, then the number of overs to be bowled will be reduced from 80 in total by two (2) for every seven (7) minutes lost, and the remaining overs shall be divided equally between the two teams. Both Captains will be notified by the Umpires of the position, and the minimum number of overs played if the start is delayed shall be 10 per team.
  9.2   If a match has commenced, and is not completed due to interference by the weather on the agreed date, and the first innings is completed with the side batting second not being bowled out, achieving a winning score or completing its allocated overs the match will be decided as follows:­
          Once the side batting first has completed their innings the number of runs scored shall be divided by the number of overs bowled to achieve the target for each over for the side batting second in a rain affected match.
          e.g. 160 runs divided by 40 overs gives a target of 4 runs per over. Therefore after 15 overs the target would be 60 runs plus 1.
  9.3   If the side batting second has not batted or completed a minimum of 15 overs, the game shall be completed on the following evening on the same basis as above.
          Note: Irrespective of the state of the game, the Semi Finals and Finals of both competitions shall be played to a finish, should there be weather interference.

10.     Result – Match completed
          If the total scores are level, the winners shall be the team losing fewer wickets.
          If a result cannot be determined in this way then the side scoring more runs after 39, 38, 37 overs etc will be declared the winner.
11.     If a match is not commenced on the original date then, by mutual agreement with both Captains, it shall commence either on the following evening or on a subsequent Sunday. If there is no such agreement, it shall commence the following Monday and continue on the following evenings. Clubs will not be enforced to play on the Friday evenings but may do so only with mutual agreement. When a match has to be completed during evenings after the appointed date, any player delayed by an unavoidable cause on that evening may, on arrival, take his full part in the game.
12.     It may be necessary for the Management Committee to amend the qualifying standards for the Preliminary Round in the case of a delayed start to the season.
13.     Umpires Expenses
        
  Neutral Umpires will officiate in all matches in the Jack Hampshire and Barry Winstanley Memorial Trophies and will be appointed by the Umpires Appointments Secretary. With regard to the Wheatley Cup, neutral Umpires will be appointed by the Umpires Appointments Secretary from the Third Round onwards. Participating clubs will be responsible for providing their own Umpires for the first Two Rounds of the Wheatley Cup. Umpires' expenses will be the same as for Central Yorkshire Cricket League matches except:­
          (a) When a tie is not started or completed on the appointed day, travelling expenses only shall be applied.
          (b) Subsequent evenings - travelling expenses only shall be paid.
          (c) On completion of the game - the full, expenses to be paid.
14.     Match Expenses
          The Home Club shall be responsible for all normal match arrangements and the payment of all match expenses, including the cost of Gatemen, Umpires and Advertising, except the Final. Any profit or loss accruing from such matches shall be the responsibility of the home club only. The disposal of any profit accruing from the Final will be at the discretion of the league Management Committee. In the event of any of the FINALS being completely washed out, the Management will try to re-schedule to another SUNDAY if one is available.
15.     Report of Match Results
          As per league games, except points replaced with results.
16.     The Barry Winstanley Memorial Trophy
          All profits from the Final shall be donated to the charity as agreed with Townville C.C.
