This combination of Clubs shall be called The Central Yorkshire Cricket League. All games controlled by the Central Yorkshire Cricket League, including League representative matches, shall have precedence over all other competitions. The aim of the League is to encourage Clubs in the Central Yorkshire area to develop a high standard of performance on the field and in the running of the Club. This will involve the encouragement of junior cricket at the Club. The highest standards of sportsmanship are expected of its Clubs. Criteria for membership of the CYCL are listed later in the Handbook. The League and its member Clubs will be open to all irrespective of age, gender, disability, race, ethnic origin, colour, social status or sexual orientation.
2. Membership of the League
The application for membership should be received in writing to the Hon. Secretary by 31st July of that year, and all clubs given notice of the application so that discussion can take place at Club level.
The admission of Clubs to the League will be at the discretion of the Management Committee based on the agreed criteria, after consultation with the member clubs.
All Clubs admitted to the CYCL will be on a probationary period for their first year of membership. This trial period may be extended should the Management Committee deem it appropriate.
Promotion and Relegation i) Premier Division – 2 teams to be relegated ii) Division One – 2 teams to be promoted, 3 teams to be relegated. iii) Division Two – 3 teams to be promoted, 3 teams to be relegated. iv) Division Three – 3 teams to be promoted, 2 teams to be relegated. v) Division Four – 2 teams to be promoted. The following exceptions will apply: (a) 2nd XIs will not be allowed to be promoted into the same Division as their 1st XI. Should this arise, the team in third place will be promoted. (b) Should a 1st XI be relegated into the Division in which their 2nd Xl is playing, then the 2nd XI will also be relegated; the team in third place in the Division below replacing them. (c) Should promotion/relegation involve the 1st and 2nd XI of both clubs in adjoining Divisions, they will both be relegated. (d) Where it is necessary during the course of a season to amend promotion and relegation criteria the Management Committee will agree the changes and circulate the Clubs at the earliest opportunity
Insurance
All Clubs to carry Public Liability Insurance cover for up to £5 million. The certificate to be available for inspection during official ground inspections and be clearly displayed in a public area.
3. Resignation from the League
Any Member Club of the Central Yorkshire Cricket League wishing to leave the CYCL must give notice in writing by April 30th in the year previous to the season in which they intend to play in another League. Clubs must request permission, in writing, before seeking to approach another League. Following receipt of a letter of resignation, any Club, if and when it wishes to resume its membership of the League must apply in writing for re-admission. If such an application is successful, that Club will be treated as a new member. Any Club leaving this League without fulfilling the aforementioned obligations will be reported to the Yorkshire Cricket Association.
4. Cups and Trophies - Clubs
Cups shall be competed for as follows:
Premier Division Ken Kingsbury Trophy
Division One Avison Cup
Division Two Victory Cup
Division Three Frank Morton Cup
Division Four Blackburn Cup
Clegg Cup awarded for the best overall 1st and 2nd Eleven League placings.
Whenever possible the trophies will be presented to the Champions on the day the title is decided. Ground Maintenance Awards are presented to Clubs in the Premier League and in other Divisions based on current standards and improvements made. The 1st XI’s shall take part in a competition for the Bradley Trophy (Most points gained in last 6 matches). The 2nd XI’s shall take part in a competition for the Stones Cup (Most points gained in last 6 matches).
a) Cups and Trophies - Individual
Don Nicholson Trophy for the outstanding individual performance in any CYCL match during the season.
Eric Lodge Trophy shall be awarded annually to the batsman at the head of the Premier League averages. Minimum qualification 12 innings and 400 runs.
Barry Wood Trophy shall be awarded annually to the bowler at the head of the Premier League averages. Minimum qualification 40 wickets
Vernon Grace Trophy shall be awarded annually to the batsman at the head of the Division One League averages. Minimum qualification 12 innings and 400 runs.
G. D. Wolfenden Trophy shall be awarded annually to the bowler at the head of the Division One League averages. Minimum qualification 40 wickets.
J. P. Burnhill Trophy shall be awarded annually to the batsman at the head of the Division Two League averages. Minimum qualification 12 innings and 400 runs.
W. S. Goldsmith Trophy shall be awarded annually to the bowler at the head of the Division Two League averages. Minimum qualification 40 wickets.
Crown Sports Trophy shall be awarded annually to the batsman at the head of Division Three League averages. Minimum qualification 12 innings and 350 runs.
G. S. Cooper Trophy shall be awarded annually to the bowler at the head of Division Three League averages. Minimum qualification 25 wickets.
Ron Wolfenden Trophy shall be awarded annually to the batsman at the head of Division Four averages. Minimum qualification 12 innings and 350 runs.
Associated Leisure Trophy shall be awarded annually to the bowler at the head of Division Four averages. Minimum qualification 25 wickets.
Adrian Burdekin Memorial Trophy shall be awarded annually to the outstanding All Rounder in the Premier Division. Clubs are requested to make nominations for this trophy.
Clifford Sykes Trophy shall be awarded to the outstanding all-rounder in the other divisions. Clubs are requested to make nominations for this trophy.
Bradby Cup awarded to the most promising Under 21 year old.
Tom Senior Cup shall be awarded annually to the leading 1st XI wicket-keeper.
Hanging Heaton Trophy shall be awarded annually to the leading 2nd XI wicket keeper.
Maurice Pollard Shield shall be awarded annually to the most proficient scorer. Clubs are requested to make nominations for this shield.
Malcolm Tate Trophy shall be awarded annually to the most competent Umpire as recommended by the Umpires Association.
A. & G. Boothroyd Trophy shall be awarded annually to the outstanding 1st XI fieldsman. The Umpires will award a maximum of one point per match to the player who is judged to have been outstanding in performance. Half points may be awarded to two equally outstanding individuals.
Ground Maintenance Awards are presented to Clubs in the Premier League and in other Divisions based on current standards and improvements made.
b) Junior Awards
To be eligible for these annual awards a player must be 21 or under on August 31st in the previous season to qualify. Clubs are requested to indicate on the Averages returned to the League Secretary at the end of the season which players qualify for these awards.
Separate awards will be made for batting, bowling and all rounders in each of the five divisions and the eligibility criteria are as follows:
Premier and Divisions 1 and 2 Batting 250 runs 12 Innings Bowling 20 wickets minimum
For the All Rounders Awards Clubs are requested to submit nominations along with the relevant performance details
c) Cups and Trophies
The Cups and Trophies shall be held by the winning teams and individuals for the ensuing twelve months and shall be returned to the TROPHY STEWARD by the last Thursday in July in a clean condition. Fines will be imposed on any Club failing this duty. Clubs are advised not to allow individual trophies to leave the UK as they will be held responsible for their safe return, or replacement, if necessary.
Note: All Cups and Trophies are insured by the League whilst they are on Club premises. Trophies held by individuals and kept at home must be insured separately. Awards will be presented with the individual Trophies.
Averages
On or before 30th September in each year the Secretary of each Club shall send to the League Secretary the Club’s averages for Batting and Bowling and the Wicket-Keeper’s figures in both 1st and 2nd XI’s for the League matches only which comply with the qualifications, as designated in the earlier paragraphs. Clubs whose averages are not received by the due date will not have their players performances considered for individual awards from the league, and are liable for a fine of £25.
5. Subscriptions
The Annual Subscription shall be £130. This includes fees to E.C.B. and Y.C.A. and Yorkshire Cricket Council, and also the cost of 12 handbooks supplied to each Club, such amount to be paid before 31st March each year. In cases where the subscription is outstanding on this date, the defaulting club shall be fined £10.
An additional surcharge of £25 to the Annual Subscription shall be charged to all Clubs, but for those Clubs providing advertising support to a sum of at least £25 to the CYCL handbook for the following year, the charge will be waived.
Club subscriptions will also be increased by £200, but Clubs who nominate Umpires, who carry out duties throughout the season, will have this amount refunded, on a full, or pro rata basis, at the end of the season.
6. League Table
No team shall obtain 6 points unless they bowl the other side out or the team batting first declare their innings closed, or a player retires hurt and is unable to bat.
3 points for a tie; a tie being a match in which each side has scored the same number of runs in a complete match irrespective of the number of wickets taken.
2 points for a match which has not started or in which a definite result is not reached due to weather conditions.
4 points to the side scoring most runs in a completed match, if they do not bowl the other side out.
One point will be awarded in the following cases:-
i) The side batting second, but not winning the match, providing they achieve 75% of the runs scored by the side batting first.
ii) The side fielding second, but not winning the match, provided they take seven of the opposition’s wickets.
Such additional points will not be awarded in the case of a tied match. Any alterations to the points scoring system under this rule shall be in force for a minimum of two years. Irrespective of how many matches commence results to stand, individual performances are included in abandoned matches.(Final decision to commence match rests with the Umpires) Individual performances, however, will be included in the League averages. In the event of two or more Clubs in any division having an equal number of points at the end of the
season, their relative position shall be decided by the most six point wins, then, if still tied, the most four point wins, then, if still tied, the average runs per wicket for divided by the average runs per wicket against.
All clubs to receive a copy of the league tables every two weeks after 1st July.
7. Management
The business of the League shall be governed by the Management Committee consisting of the President, Life Vice-Presidents, Vice Presidents, Secretary, Assistant Secretary, Fixtures Secretary, Results Secretary, Treasurer, Umpires’ Representative and the six members of the Committee representing the Clubs. The number of Vice-Presidents shall at no time exceed three; only persons who have rendered conspicuous service to the League shall be elected to that position. Life Vice-Presidents shall be appointed for outstanding services. All members of the Committee shall have voting rights. . Future Life Presidents will be appointed for conspicuous service to the League, but will not form part of the Management Committee.
a) At the Annual General Meeting the Clubs and Management Committee shall elect from the Clubs six members to serve on the Management Committee. Such members shall be elected for a two year period, with three members retiring in alternate years. Retiring members being eligible for re-election. Where vacancies arise on the Management Committee after the AGM, the Management Committee shall have the authority to co-opt additional members until the next AGM.
b) The Management Committee shall have power to manage the affairs and concerns of the League, and to do all such things and to decide all such matters in relation to the affairs of the League. The decisions of the Management Committee shall be notified to all Clubs and shall be binding upon the Clubs. At the discretion of the Emergency Committee or upon written request of seven clubs the Management Committee will meet with a Representative of all Clubs to review Management Committee decisions.
c) The Management shall from within its members appoint sub-committees such as Cricket, Finance, Disciplinary, Grounds, Emergency to handle the affairs of the League. These sub-committees shall reserve the right to co-opt additional members, if necessary.
8. AGM
a) Date of Annual General Meeting
The Annual General Meeting shall be held in December at which each Club will be represented by not more than two representatives, only one of whom shall vote.
b) Business of Annual General Meeting
At the Annual General Meeting the report of the Secretary and the statement of accounts shall be submitted. Then shall be elected the President, New Life Vice-Presidents, Vice Presidents, Secretary, Assistant Secretary, Fixtures Secretary, Results Secretary, Treasurer and Auditors.
c) Nominations for Elections at the Annual General Meeting
All nominations for election as Officers or Clubs Representatives on the Management Committee shall be submitted, in writing, to the League Secretary no later than August 31st prior to the AGM. Elected Officers and Representatives not intending to stand for re-election should confirm in writing to the League Secretary by the same date.
9. Secretary Duties
a) Duties of the Secretary
The Secretary shall deal with all correspondence, affairs of the League, outside bodies and such other matters as shall be necessary to properly conduct the business of the League.
b) Duties of the Assistant Secretary
The Assistant Secretary shall, in the absence of the Minutes Secretary, take the minutes of all meetings (to be approved at the next meeting) and arrange for these to be distributed, along with agreed items, to all members of the Executive, and other duties to assist in the smooth running of the League.
10. Duties of Treasurer
The Treasurer shall have charge of all monies belonging to the League, and shall discharge all accounts passed by the Executive.
11. Accounts of the League and Auditors
A statement of accounts shall be prepared to the end of September in each year, together with all necessary documents to be laid before the auditors who shall examine the said accounts and certify as to their correctness.
12. Rescinding of Resolutions
This can only be done by a subsequent review by the Management Committee, or at a special meeting called as in note 7(b).
13. Interpretation of Rules, Penalties and Fines
‘The Awarding of five penalty runs under the provisions of Law 42 shall include disputing or criticising the Umpire’s decision by word, action or gesture. The name of the offending players, together with an explanation, to be included on the CYCL Result Card.
This will apply to all matches in the Premier, First and Second Division, and other matches in which panel Umpires are officiating.
M.C.C. Laws of Cricket apply except where local League Rules operate. All questions of eligibility, qualification of players, interpretation of rules, and all matters of dispute between Clubs comprising the League shall be referred to the Management Committee whose decision shall be final.
The Management Committee, pursuant to Rule 7b, are hereby empowered to impose fines upon offending Clubs or players. In a case where the Management Committee decide that a player or a Club has been guilty of serious misconduct, that the player be fined and/or suspended from playing for a specified period, and the Club may be fined and/or suspended from playing for a specified period, or suffer loss of points, or even be expelled from the League, or any combination of these.
14. League Disciplinary Practice
Clubs, through their Captains, are responsible for the behaviour of their players, and their actions. Any such actions deemed by the Umpires to be prejudicial to the good name of Cricket or the interests of the CYCL will be reported by the Umpires, if they feel it is appropriate. This will be irrespective of any action taken at the time. Clubs are encouraged to deal internally with such disciplinary matters but, if the League feels the measures imposed are insufficient, it reserves the right to take further action.
Clubs must take appropriate steps to ensure the good behaviour of members and supporters, as well as players, not only at matches but also at other events which are the responsibility of the League.
The Disciplinary Committee are empowered to impose fines and suspensions upon offending players and fines upon offending Clubs. Should the Disciplinary Committee feel the misconduct or action is serious enough to suspend the Club from playing or to deduct points from the Club or expel them from the League, the proposed action is to be referred to the full Management Committee for confirmation.
Any person involved, accompanied by a friend if so desired, may appear before the Disciplinary Committee from the Management Committee when the matter is considered. A Club involved may be represented at the hearing by two members of its committee.
Any decision reached by the disciplinary panel of the Management Committee shall be subject to the right of appeal to the Appeals Panel of the League provided that notice of such appeal be received by the League Secretary within 7 days accompanied by a deposit of £25.
The Appeals Panel may adjust the penalties or findings of the Disciplinary Panel but in the case of serious misconduct, where the Appeals Panel are proposing to administer a severely increased penalty, (such as the expulsion of a Club or the sine die suspension of a player), the Appeals Panel would first confer with the Management Committee. The Appeals Panel decision shall then be final and binding.
15. Alteration of Rules
The Management Committee may alter, amend or add to such rules, from time to time, as it feels necessary to improve the standards of the CYCL. These changes will be notified to members of the Executive through the minutes of the Management Committee. Clubs wishing to propose such alterations, amendments or additions should submit them in writing to the League Secretary, for consideration.
The Management Committee shall meet on the first Thursday of each month and at such other times as business of the League shall require. The Executive Committee shall meet on the first Thursday of April and at the Annual General Meeting in December and at such other times as the business of the League shall require. All Clubs, irrespective of which division they may be in, are entitled to one vote.
17. Fines for Non-Attendance at Executive Meetings
Any club failing to be represented at the Executive Meetings to be fined £25 for each offence.
18. Umpires
1) General - All Umpires shall adhere to the dress code as laid down by the Umpires Association of white shirt and footwear, tie and dark trousers. Smoking during play is not permitted. It is a requirement of the League that all Umpires in the CYCL are CRB checked, irrespective of whether they are on the League Panel.
The umpires will be in total control of the match (ground conditions etc.) from the moment they both reach the ground where their allocated match is being played (or if standing on his own by the single umpire on his arrival at the ground.
2) Premier Division and Division One Matches - Neutral Umpires shall be appointed by the Appointments Secretary from the League Panel. Any Umpires on the League Panel without a game will be appointed to a Division Two match by the Appointments Secretary with preference given to matches involving 1st XIs. Each team playing in the Premier Division, or Division one, shall nominate, in writing, to the CYCL Secretary by 31st January each year, ONE Umpire, who must attend, or have attended the Umpires Short Course, and must, subsequently, be approved, or have previously been approved, by the Umpires’ Standards Committee. 3) Each club whose teams both play in Divisions Two, Three or Four shall nominate, in writing, to the CYCL Secretary by 31st January each year, TWO Umpires, who must attend, or have attended the Umpires Short Course, and must, subsequently, be approved, or have previously been approved, by the umpires; Standards Committee. 4) Each club must arrange for a suitable deputy in the absence of their nominated Umpire, and this should not be an individual already participating in the match. 5) Club subscriptions will be increased by £200, but Clubs who nominate Umpires, who carry out duties throughout the season, will have this amount refunded, on a full, or pro rata basis, at the end of the season. 6) Any club failing to provide an Umpire, or suitable deputy, for a match will be liable to a fine of no less than the Umpires match fee.
19. Umpires Expenses
Umpires appointed by the Appointment Secretary will receive expenses of £33 per match, even in lower Division matches. Umpires provided by the Club are entitled to expenses of £22 per match. All expenses shall be paid no later than the tea interval. Where a match is not started due to adverse weather conditions the expenses shall be 50%. Where it is necesssary for an Umpire to officiate continually at the bowler’s end, the expenses shall be increased by 50%.
20. Ground Inspections
a) Panel Umpires have been requested to submit a simplified Ground Report Card on a weekly basis, to ensure that standards are maintained throughout the season. If deemed necessary, this may involve additional Ground Inspections. b) Clubs are requested to inform the League of the name of their Groundsman, and to inform the League when a change is made. If necessary, the League should be informed where there is no Groundsman.
21. Time for Matches
All matches under the rules of the CYCL will start at 1.00pm, with the exception of matches in September. These will commence at 12.30pm, with the exception of the last game of the season which will commence at 12.00 noon. Clubs shall not be allowed to alter the date or the starting time of any match without prior consent of the Management Committee.
22. Sight Screens
Every Club in the Central Yorkshire Cricket League shall have TWO Sight Screens, one at each end, as a condition of membership of the League. All Sight Screens that encroach onto the field of play must be clearly roped off. At the request of the fielding side’s Captain it will be the responsibility of the batting side’s Captain to delegate people to move Sight Screens where required.
23. Covers
It is a rule of the CYCL that covers must be available on all grounds. In the event of rain during the game, the pitch & bowlers run ups must be fully covered at all times. 24. Boundaries
An allowance of 6 runs shall be scored if the ball, having been struck by the bat, pitches beyond the boundary edge, no matter how it is defined. The designated boundary shall include any person other than a participating player, obstacle or animal etc. on the field of play making contact with the ball.; in this case 4 runs will be scored.
25. Scoreboards
The scoreboard shall be changed at least at the end of each over to display the total runs scored, wickets taken and the number of overs remaining to be bowled.
26. Drinks An interval for drinks is to be allowed at the completion of the 25th over of a 50 over innings, or after the 20th over of a 40 over innings, unless both Captains agree to forego the interval. In special circumstances, by prior agreement of both Captains and Umpires, drinks may be taken twice during each innings.
27. Teas A visiting team will purchase, or alternatively pay for, not less than FIVE teas from the Home Club on a Saturday or Sunday match day.
28. Nomination of Players
Before the toss for innings, each Captain shall nominate (in writing and on the approved forms) the surname, forename and, where appropriate, identify the age group of any player under the age of 19, to the opposing Captain. The form, which includes a declaration of understanding and responsibility, must be signed and handed to the Umpires immediately before the toss, to be available for reference.
No player under the age of 12 as at September 1st of the previous year may play in any match conducted under CYCL Rules and Regulations in the current season.
Captains must inform Umpires and opposing Captain of any players who are absent at the start of the match together with known reason. If, for reasons of illness or injury or reasons unknown, a player fails to arrive at the ground within 30 minutes of the scheduled start time, the Captain of that side, after informing the Umpires and the opposing Captain, can either play his reserve or send for a player from the Club's 2nd XI (even if that player has batted or bowled) to fill the vacancy in his team. The player's name shall be entered on the nomination sheet and he shall be allowed to take a full part in the match as his Captain directs. The replacement player may be allowed to bowl immediately after entering the field of play, except in the case of a junior player due account should be taken of the fast bowling directive if he has bowled in the 2nd XI match. The 2nd XI team have the right to replace the player lost to the first team who will be allowed to take full part in the match except that he cannot bat if the player he has replaced has commenced his innings.
The Management Committee strongly deprecates the wholesale or deliberate selection of recognised 1st XI players for a 2nd XI fixture and may take action against clubs guilty of this offence. This will exclude reasons such as loss of form, returning from injury etc.
29. Scorers
Every Club shall provide a Scorer for 1st XI and 2nd XI League and Cup games. Any Club failing to provide a Scorer will supply a playing member of the side to score throughout the match. An acting Scorer who returns to the field of play may be allowed to bowl immediately. the match. An acting Scorer who returns to the field of play may be allowed to bowl immediately.
30. Duration of Play
1) Premier and Divisions 1 and 2 Play shall consist of 100 six-ball overs, with an interval of 25 minutes for tea between the innings. The first batting side shall occupy not more than 50 overs. The side batting second shall occupy the balance of the 100 overs not occupied by the first batting side, any odd balls being deemed a complete over. Any time lost at the commencement or after the interval must be made up if this is not due to the weather or light. Any time of 15 minutes or less lost at the start of the match due to the weather or light shall not affect the number of overs to be played. If such a delay is greater than 15 minutes, 2 overs shall be deducted for every 7 minutes delay or part thereof since the scheduled start of the match. Of the overs remaining the first batting side shall not occupy more than half. The second batting side may occupy the balance of the overs not used by the first batting side (odd balls being deemed a complete over). A match is not considered to be interfered with by the weather or light if the full 100 overs, or the reduced overs originally agreed are bowled.
2) Divisions 3 and 4 Play shall consist of 90 six-ball overs, with an interval of 25 minutes for tea between the innings. The first batting side shall occupy not more than 45 overs. The side batting second shall occupy the balance of the 90 overs not occupied by the first batting side, any odd balls being deemed a complete over. Any time lost at the commencement or after the interval must be made up if this is not due to the weather or light. In these matches no bowler shall be allowed to bowl more than 12 overs in an innings of 45 overs or less. In an innings extended to more than 45 overs, the excess overs can not be bowled until after the completion of the normally allowed bowling spells (i.e. after 45 overs). The total number of overs will be divided by 4 to give the new permitted overs per bowler. e.g. 48 overs – 4 bowlers allowed 12 overs. 50 overs - 2 bowlers allowed 13 overs and 2 bowlers allowed 12 overs. 52 overs – 4 bowlers allowed 13 overs. 54 overs - 2 bowlers allowed 14 overs and 2 bowlers allowed 13 overs. 55 overs - 3 bowlers allowed 14 overs and 1 bowler allowed 13 overs. 56 overs – 4 bowlers allowed 14 overs.
3) Over Rate - Each team when fielding shall be required to bowl a minimum of seventeen (17) overs per hour of play. Any team not achieving this fair over rate shall be fined for each match where failure is reported by the Umpires. 4) Start Delayed - No match shall commence more than three (3) hours after the designated start time for the match. When the start of play is delayed by the weather, the maximum number of overs to be deducted shall be 50% of the total overs. i.e. the minimum number of overs for any game shall be 50 (for the Premier and divisions 1 and 2) or 45 (for divisions 3 and 4). A match is not considered to be interfered with by the weather or light if the full 100 (90) overs originally agreed are bowled.
31. Captain’s Responsibility The Captain’s responsibility for conduct applies whether a player is on the field or not. Immediate action should be taken against any team member who contravenes the ‘Spirit of Cricket’ guidelines as defined in the E.C.B. Code of Conduct, on page 22 of the Handbook, without any intervention by the Umpires. The Captain has responsibility for the welfare of young players in the team and MUST enforce the league requirement that all players up to the age of 18 wear a helmet when batting and when "standing up" to the stumps keeping wicket. The helmet shall be fitted with a faceguard and it must be adjusted to ensure that the match ball cannot go through the space left between grille and helmet visor.
The ECB Fast Bowling Directives and Close Fielding regulations to be rigorously enforced. These are set out at the rear of the Handbook.
32. Match Ball The League match ball is designated by the League and the appropriate ball supplier (Solly Sports) as the 'Quality Windsor Grade A Cricket Ball'. The match ball and the replacement ball to be used by both teams shall be approved by the Umpires and handed to them by the Captains as soon as possible before the toss, but not later than 10 minutes before the match commences. Loss or damage to the match ball shall result in the replacement ball being used irrespective of the wear condition of the former at the time of loss or damage. The batting side shall be responsible for organising a search for any ball lost during play. Recovery of the lost match ball shall result in it being returned to play at the earliest possible opportunity. At the fall of a wicket the ball shall be given to the Umpires which will allow the chance for inspection.
33. Late Starts
Umpires must report all late starts to the Results Secretary on the Umpires Report Card and the offending Clubs shall be notified on the day of the offence by the umpires. Clubs shall be fined for the offence unless there is a satisfactory explanation brought to the notice of the Management Committee. The Captains must separately complete a pre-printed CYCL Umpires Report Card immediately following completion of the match, and shall be responsible for dispatching them by post within 24 hours. Alternatively the marks can be sent by email to The cards to include markings and comments where appropriate. All fixtures in which at least one panel umpire has officiated for which an Umpires Report Card is not returned will result in a fine of £5 for each offending club, whose responsibility it remains to ensure this obligation is fulfilled.
34. Report of Match Result
ALL results MUST be notified by text message to +447797800511 immediately after the end of the match. In any case no later than 8.30 pm on the day of the match The Results Sheet shall contain the forename and surname of all eleven players of each side, irrespective of whether they have batted or bowled. All sections of the Results Sheets must be completed. The completed Sheet should be sent to the Results Secretary by email () or fax (0870 1236372) no later than 10am the following day. Any club failing to confirm their result to the Result Secretary on time will be penalised as follows: i) First offence – fined £5. ii) Second offence – fined £5 and 2 points deducted. iii) Third offence – fined £5 and 4 points deducted. iv) Fourth offence – fined £5 and 6 points deducted. v) Any subsequent offence will be dealt with at the discretion of the Management Committee.
35. Practice There shall be no bowling or batting practice on the pitch or on the area parallel and immediately adjacent to the pitch on the day of the match except where a non-turf surface is laid next to the pitch. Practice on any other part of the square must not continue later than 15 minutes before the start of the match. At no time during play shall there be any batting or bowling practice either in designated practice areas or outside the boundary line.
36. Registration of Players 1) A register of all players will be kept by the League for each club and will be issued to clubs on a regular basis or on request. This will include the player's surname, full forenames and a Unique Registration Number which shall be used in all transfer documentation within the CYCL. 2) All players on a register (except Juniors under 17) must have an accompanying Registration, Transfer & Declaration form (RTDF). All registrations and transfers (see rule 36) must be notified in writing or via email with transfers only being effective from 7 days after the initial notification, to enable any necessary checks to be made. If the Registration Secretary fails to receive the form(s) within 7 days of the original notification the player will not be eligible to play until the form(s) are received. 3) Registrations which do not include a transfer may be made in writing or by email up to the morning of the player's first match and the RTDF must be sent as soon as possible. Although it is not mandatory for juniors, it would assist the League if a new RTDF was completed, but in any case a new form must be completed by their 17th birthday. Telephone registration is no longer acceptable. (4) Players not attached to any Club in the previous season, and without any outstanding obligation, financial or otherwise, to any Club in the past must be registered using a RTDF form (as per para. 3 above) but no transfer is required. (5) Each club will be held fully responsible for all players who appear on its register. If a registered player is requested by the Management Committee to provide proof of his eligibility to play under the relevant CYCL rules he must do so. Failure to provide evidence upon such a request could result in action being taken against the player and also the club concerned. Clubs must inform the Registration Secretary of players who change address or retire from playing or leave to play in other Leagues.
36. a Contracted Players All contracted players at any level outside the CYCL must be registered by member Clubs prior to the commencement of the season. They must have played two League or (CYCL) Cup matches prior to July 31st.
36. b Transfer of Players 1) The Chairman and Secretary may grant provisional transfers where there is no objection by the Clubs concerned until the 31st July. The provisional transfers so granted shall be referred to the Management Committee for confirmation. No transfers shall be allowed after 31st July.
2) Transfers for one match only shall not be entertained. 3) Transfers shall not be required for players from the Army, Navy or Air Force teams, nor Universities, Colleges, Residential Schools or U17’s Juniors provided they have not played for any other CYCL Club in Senior Cricket in the current season. 4) All transfers in Season must be accompanied by a fee of £5. 5) All transfers to a CYCL club from a club within the YCA/B area will only be permitted after the receipt of a RTDF which includes (a) the release from the previous club (section 2) or (b) a separate YCA/B transfer form from the previous club either of which must be signed by a club official of that club. 6) Where a player is transferring from a club outside the YCA/B jurisdiction, a written release on club headed notepaper and signed by an official of that club must be sent to the Registration Secretary together with a RTDF before the transfer can be accepted.
36c. Junior Loan Scheme
A registered player aged 13 to 17 years old may play in a Second Eleven for another club without a formal transfer. The club must obtain prior permission of the club with which the player is registered. The player must be identified on the result sheet and the team nomination sheet together with his/her age and the loaning club name. Permission must be obtained for each match in which the player is involved.
37. Player’s Obligations
A player who has not fulfilled his financial obligations to his past Club shall not be allowed to play for another Club.
38. Overseas Players A Club will not be allowed to register more then ONE overseas player per season who is not eligible to play for England as per ECB qualifications. For the purpose of this rule, overseas players include EU Citizens, Overseas Students and individuals falling under the Kolpak ruling. All overseas players must be checked to CRB standards or produce a current Police Clearance Certificate or Letter. If the overseas player is to be involved with coaching or umpiring junior players an ECB Vetting Form must be completed and sent to the ECB together with the documents specified on the reverse of the form. These include a Work Permit (except for EU and Kolpak players) and a copy of the main page of the player’s passport. All overseas players MUST be registered with the League Secretary, in writing or by email by 31st July at the latest, but registration will only be effective from seven days after the receipt of the initial notification and upon receipt of the appropriate documentation. No player falling into any of these categories will be allowed to play until cleared by the CYCL. A cricketer who is not qualified for England under the current ECB regulations but who is ordinarily resident in this country is NOT classified as an overseas player if:- i) He has been resident in this country for a period of 24 consecutive months or more before the date of his registration. The definition of 'ordinarily resident' shall be at the absolute discretion of the body responsible for registration of the player in the relevant competition and ii) He has not been out of the country for longer than 28 days consecutively or 56 days in total during the previous 24 months and iii) Any remuneration he receives from playing cricket is not the main source of his income. iv) The qualifications to play in the CYCL will be the regulations as advised by the League Cricket Conference, and their ruling on the eligibility of Overseas Players will be followed by the Management Committee. v) All clubs will have the option of signing an overseas player. However no overseas player will be allowed to play for a second Xl (‘A’ side).
39. Approaching of other Club’s Players No League Club affiliated to the Yorkshire Cricket Board, either through its officials or any person or society interested in the Club, shall approach or negotiate during the period 1st April to 21st September with any player of any affiliated League Club for the purpose of securing his service at any time, without first giving seven days’ notice of their intention to negotiate. This notice must be given to the Secretary of the player’s Club in writing by registered post. No player shall negotiate with any other League Club unless he can produce, in writing, an official permission from his present Club. Such permission shall not be withheld unless the player has failed to discharge all financial obligations to his Club. The player shall have the right of appeal to the Yorkshire Cricket Board if permission is withheld without just cause. Unless a person has actually taken part in a match, he shall not, for the purpose of this rule, be regarded as a player. Where the approach or negotiation is solely in respect of CYCL Member Clubs there is no period of restriction.
40. Preparation of Pitches
The Committee of the home Club shall be responsible for the rolling of the pitch which must take place before the toss up. The Captain of the team taking the second innings shall have the choice of the roller during the interval. No pitch shall be watered or treated with any liquid preparation in the period 48 hours immediately preceding the match. The rolling of the pitch must be carried out in the presence of either one or both Umpires, the visiting captain, or member of the visiting team.
40. a Non Turf Pitches
A non-turf pitch may be used in League and League Cup matches only (1) if a turf pitch has been prepared and declared by the Umpires as unfit for use due to weather conditions, and (2) by full agreement by the Captains of both sides to play the game on the non-turf pitch and abide by the result in the usual way.
41. Cancellation of Matches
No match shall be cancelled because of bad weather conditions before the authorised time fixed for the commencement of the game.
42. Fixtures Fixtures shall be drawn up by the Fixtures Secretary. All Clubs in each division must play home and away matches with each other each season unless otherwise agreed by the Management Committee. All matches must be played on the dates allocated and if, for any reason, their ground is unavailable the home Club must arrange for a suitable alternative ground on the designated date. If, for any other reason, a match is rearranged by the express permission of the CYCL Management Committee, any player who played for the Clubs other XI on the date of the original fixture shall not play for this Club in the rearranged fixture in the side involved in that fixture. Teams failing to fulfil any fixture will not only receive 0 points, but will also be fined 6 points, and 6 points will also be awarded to their opponents. A minimum of seven players will be required for a club to fulfil a fixture in the CYCL. The offending club will not only be responsible for all the match expenses, but also be subject to a fine for a first offence should there be no satisfactory explanation. Further offences will be subject to increasing penalties.
A change of fixture for 2nd XI’s may be agreed to if, in the opinion of the Chairman, Secretary, Treasurer and Fixtures Secretary, a good and reasonable case has been made out for such re-arrangement. The revised dates must be reported by the four Officers of the Management Committee at the next meeting of that body.
43. Handbook Allocation
Twelve copies of the League Handbook shall be supplied to each Club. Further copies of the handbook will be made available at a cost of £2.50 each, plus postage where applicable.
44. Letters of Complaint
In the event of a letter of complaint being sent to the League Management Committee by any Club within the League, it must be sent within three days of the incident. Copies of the letter must be sent, at the same time, to the Club & officials concerned and the CYCL Umpires Association where appropriate. When a letter of complaint is sent to the Management Committee with respect to the eligibility of another Club’s player(s), it must be supported by written evidence. If such evidence is not provided the Management Committee reserves the right to take no further action.
45. Action in Emergency
The Management Committee and/or Executive Committee shall have power to act in any emergency not provided for in these rules.
46. Representative Matches, the League etc The League shall have first call on all players for representative matches. In the event of three players from one Club being selected then the Club can request postponement of a League match. If a player is unfit to play for the selected League team then he will be considered unfit to play for his Club. All players selected to play in these matches must be made available by their Club, unless the Management Committee shall agree otherwise.
Any player refusing to play in a Representative match, without an acceptable reason, will not be able to play for his Club in the next CYCL League/Cup match following the date of the Representative match.
Any player who does not wish to be considered for selection for any League Representative match during the season must confirm this, in writing, to the League Secretary; to be received no later than seven days after the completion of the opening week’s fixtures of the CYCL season.
47. Playing Conditions
1) All matches in Divisions 1, 2 and the Premier League are no longer subject to the strict enforcement of the ‘Wide Ball’ rule. However this rule will still apply in CYCL Cup matches. The MCC law will now be applied in league matches
2) All clothing worn in matches conducted under CYCL rules must be predominantly white/cream in colour.
48. CYCL Criteria
All Clubs playing in the CYCL, or wishing to be admitted to the CYCL, must meet the following minimum designated standards. Any Club failing to meet or maintain these standards (with the exception of ground size criteria for current members) will be given twelve months notice to leave the League, if deemed necessary.
1) Conditions of the square and outfield.
2) Clubhouse and/or pavilion, including changing rooms, washing and toilet facilities and catering arrangements.
3) Two suitable sightscreens.
4) Provision of basic facilities for covering pitches and bowlers’ run ups.
5) Suitable score box, display and scoring arrangements.
6) Practice and coaching facilities.
7) Availability of separate changing rooms for Umpires.
8) Support for junior cricket, with at least one side playing organised league cricket.
9) Adopt and implement the ‘ECB Welfare of Young People in Cricket Policy’ - this to include nominated Club Child Welfare Officer.
10) Carry Public Liability Insurance Cover up to £5 million and the Certificate to be clearly displayed in a Public Area.
All new Clubs wishing to join the League will be subject to a preliminary Ground Inspection to ensure their ability to meet these criteria. The inspection will also include having first aid facilities, suitable storage arrangements and being of a suitable standard to enhance the League.
Clubs will also only be considered for admittance to the League if they meet the following standards with regard to the size of the playing area:
"The dimensions of two axes of the ground, taken at right angles to each other at their maximum point (expressed in yards), when multiplied together, shall exceed 10,000, with the minimum of either dimension being 80 yards."
All decisions regarding the ability of Clubs to meet the criteria shall be the sole responsibility of the Management Committee.
