Proposals for changes to the rules of CYCL have been discussed at management meetings over the past couple of months. As stated in the October management meeting minutes, these proposals have now been approved. The changes are as follows;
General rule changes for CYCL Season 2008
1. Leg side wide - Abolish this rule in all league fixtures but the leg side wide rule will still apply in all cup competitions
2. Rule 7 – Management – The business of the League shall be governed by the Management Committee consisting of The President, Chairman, Secretary, Treasurer, Registration Secretary, Umpires Representative, all other members of the Committee and existing Life Vice Presidents. Future Life Presidents will be appointed for conspicuous service to the League, but will not form part of the Management Committee
3. ADD Rule 18.5 - The umpires will be in total control of the match [ground conditions etc] from the moment they both reach the ground where their allocated match is being played [or if standing on his own by the single umpire on his arrival at ground].
4. Rule 19 – Umpires’ expenses
Umpires expenses to read £33
Umpires provided by the clubs – expenses to read £22
5. Rule 30 – Duration of play - (Para 2) – Bowlers in Divisions 3 and 4 to be allowed to bowl 12 overs. In a innings extended to more than 45 overs, the excess overs can not be bowled until after the completion of the normally allowed bowling spells [i.e. after 45 overs].
6. Rule 34 - Reporting of result. The following will apply to ALL CYCL competitions
All results MUST be notified by text message to +447797800511 immediately after the end of the match. In any case no later than 8.30 p.m. on the day of the match
The Results Sheet shall contain the forename and surname of all eleven players of each side, irrespective of whether they have batted or bowled. All sections of the Results Sheets must be completed. The sheet should be sent to the Results Secretary by email () or fax (0870 1236372) within 24 hours of the game finishing.
Any club failing to confirm their result to the result secretary within 24 hours of the game finishing will be penalised as follows :
i. First offence – fined £5 ii. Second offence – fined £5 and 2 points deducted iii. Third offence – fined £5 and 4 points deducted iv. Fourth offence – fined £5 and 6 points deducted v. Any subsequent offence will be dealt with at the discretion of the Management committee
7. Rule 38 – Overseas players - Remove item v) and final paragraph - replace with ‘All 1st X1 will have the option of signing an overseas player. However, no overseas player will be allowed to play for a second eleven[A side]’. NOTE: For the purpose of this rule, overseas students studying in Britain will be considered as an ‘Overseas Player’.
8. Rule 39 Approaching of other Clubs Players - Additional paragraph – Where the approach or negotiation is solely in respect of CYCL Member Clubs there is no period of restriction
9. Rule 45 – substitute Emergency committee and remove Management and Executive committee
Cup Competitions 2008
The structure of the CYCL cup competitions for 2008 will be as follows: Jack Hampshire Trophy To involve only 16 teams in the competition, they are:
All 12 premier teams at the end of season 2007 + the top 4 teams in division 1 at end of season 2007.
Barry Winstanley Trophy
To involve the remaining 1st teams i.e. 11 teams plus the top 5 second teams
Both the above competitions will be played on the same dates, except for the finals. By doing this we can avoid playing the first round in May, which is too crowded with fixtures at present
Wheatley Cup To involve all remaining 2nd teams.
Cup competition rule changes for CYCL Season 2008
1.Rule 6a[Jack Hampshire, Wheatley and B Winstanley] to read as follows; First paragraph as is. Second paragraph to be: Once the side batting first has completed their innings the number of runs scored shall be divided by the number of overs bowled to achieve the target for each over for the side batting 2nd in a rain affected match. E.g. 160 runs divided by 40 overs gives a target of 4 runs per over. Therefore after 15 overs the target would be 60 runs. 2. Rule 7a Jack Hampshire – to read as follows The side scoring more runs after 39 overs. If still level use the same comparison at 38, 37, 36 etc until a winner can be found. 3. Fielding restrictions to apply in all cup competitions and in all rounds.
Reasons for which fines may be levied
1. [9] Failure to return umpires report card – after three offences in that season by the club [ i.e. in relation to first or second eleven] the penalty to increase from £5 to £10 2. [15] A fine will be doubled if it is not paid within 1 calendar month of the original date. 3. ADD -V & E cup – any team failing to fulfil a fixture after the fixtures have been allocated and published will be fined £25 per fixture
Overseas Player qualification
Any person engaged as an overseas cricketer by any member club within the CYCL shall be subject to the following;
If employed as an overseas professional they shall be subject to a CRB check and must conform to all rules as set by the ECB before being allowed to play.
If engaged as a non permanent resident British subject, they must produce such documentation as necessary to prove they are British subjects and qualify to play for England as per ECB rules
Overseas students attending British seats of learning on a full time basis must provide such documentation as necessary from their seat of learning to prove they are eligible under this rule.
Players falling into any of these categories will not be allowed to play until cleared by the CYCL.
Other rule changes considered
Many Clubs studying the rule changes will be disappointed to see that we have retained the present league structure and points system. We are aware that a significant number of clubs and individuals would like to see changes in this area and we feel it is only right and proper to explain our reasoning behind agreeing to opt for the status quo in these areas.
League Structure The Management Committee have an open view on this subject and accept that there is merit in separate 1st and 2nd competitions. However, our overall view has to take in the practicalities of the number of Member Clubs. Our view was that we felt that the optimum number of clubs in the Premier Division should remain at twelve teams, which would give a Ist Division of 15 teams each playing 28 games. Each team would have a two blank Saturdays, therefore, clubs in this division would have to arrange for 8 games to be played on Sundays and Bank Holidays with the prospect of double weekends stretching playing and umpiring resources. In addition, although our present structure is not ideal, it does allow the League to recruit and lose clubs with the minimum dislocation. We would like to assure Clubs that we have discussed this question frequently and we will certainly revisit this matter, if circumstances change.
Points System A number of thoughtful suggestions have been made for alternative points systems, due in no small matter to the large number of 2-pointers this season. Our view is that we have a points system that works and there is nothing to be gained by tinkering with it and that changing the system would probably produce some inequalities prompting further demands for changes in the points system and so on. We have a points system which is easily understood and which has served us well in the past.
We would assure Clubs that we do take suggestions and ideas we receive from clubs very seriously and we take these into consideration in the process of formulating rule changes.
