The
Chairman stated that he had received the resignation from the Minutes
Secretary, Mrs D Turner due to her moving to a different County.
Minutes of Last Meeting Minutes
were signed off as a true account of the previous meeting. It was
stated that the Clubs who did not attend the Executive Meeting were to be fined
£25 for non attendance as per the ruleV&E Cup A matter
was brought to the Committee over a situation with the fixture of Buttershaw v
Scholes in relation to a player. The
matter was discussed and the committee was very happy with the outcome the
Clubs had come too.
Correspondence Letter received from New
Farnley regarding fines and monies.
New Farnley asked the committee to confirm how fines money was
spent and circulated back into Clubs.
The Secretary is to respond to New Farnley in writing to give
explanations.
A rule brought in for last season
saw the winners of the Premier League receive
a £600 winner’s bonus from the league and the winners of League 1
receive 24 new balls. A discussion took place regarding this and
the Committee resolved to look
into extending this bonus to all divisions for Season
2008.
Letter received from Woodkirk
regarding changing a fixture on the 9th June. The Committee would like to refer to the
rule on this and it is stated that if your own ground is unavailable for a
fixture then an alternative ground should be found. No change of dates to a fixture is
allowed.
Most Urgent Business a) 2nd XI Umpires An email from one of our clubs was received regarding only
having one Umpire from the Panel and utilising one home Clubs Umpire for a game
and their dissatisfaction on this matter.
Provision of Deputy Umpires. There is a need to clarify the situation where only one
panel umpire is available to stand at a league, or cup game. In accordance with Rule 18, clubs are responsible for
providing a deputy. This individual should be competent to carry out the full
umpires duties. If this is not the case, the panel umpire must be asked to
officiate continuously at the bowlers end. If the club providing the umpire are
satisfied the deputy they are providing is competent, this must be accepted by
the opposing club.Clubs are well aware of the difficulties in providing
sufficient umpires to cover our league and cup games. We are asking our clubs
to provide deputy umpires and to display integrity and a sense of fair play in
that these individuals are capable of carrying out the duties required. An issue has been brought to the Committee about Umpires
smoking during a match. As rule 18
section 1 states, no smoking is allowed on the field and non conformance with this
rule will be dealt with severely by the League.
b) Ground Inspection and Report Cards Ground inspection teams have been set up and inspections will be carried out by
Committee Members by the end of May. Various comments on Umpires report cards were discussed and where actions need
to be taken, the Committee will resolve.
c) Overseas Players & Registration
1478 players registered
74 transfers
4 transfers since the commencement of the season
12 Premier League Overseas Players.
Results Reporting
From Saturday 28th April, 15 text messages, 22 faxes and 6 emails
were received. It was stated that no
Club will receive a fine for late entries.
The Committee was delighted to see the new system working so well and
would like to thank Clubs for co-operating so well with the system.
The Results Secretary stated that the texting option was far better the
preferred method with a copy of the result sheet faxed over. Also email versions of the results on a
spreadsheet would be advantages.
Handbook Omission A large
section of Rule 30 section 2, re: Overs in Division 3 & 4, is missing from
the Handbook. Apologies are sent to
Clubs, the Committee asks for Clubs to refer to the 2006 Handbook to cover any
queries over this rule. Treasurers Report A full
financial breakdown was given to the Committee
Discipline Nothing to
report
Any Other Business It was
raised again that abusive and slanderous comments are being made on the
websites forum. Two users have already
been barred from the site and further uses will be if this situation
continues. The League will not tolerate
this type of behaviour on the website.
A
discussion took place on the situation with the now vacant position of Minutes
Secretary. An advert on the website will
be place to find a replacement.
