Rule Changes Proposed Rule Changes For The Season 2007
Following submissions from the various Clubs and individual members of the C.Y.C.L. Management Committee and subsequent discussion, the following are to be incorporated in the C.Y.C.L. Rules for 2007.

Rule 4   AVERAGES
 
Add ‘Clubs whose averages are not received by the due date will not have their players’ performances considered for individual awards from the League.’
 
Rule 7     MANAGEMENT
 
The Registration Secretary will be a member of the full Management Committee.
 
Rule 18   UMPIRES
 
Replace 18.2, 18.3 and 18.4 as follows: -
 
18.2   Neutral Umpires shall be appointed by the Appointments Secretary from the League Panel for all Premier Division and Division One matches.
 
Each team playing in the Premier Division, or Division One, shall nominate, in writing, to the C.Y.C.L. Secretary by 31st January 2007, ONE Umpire, who must attend, or have attended the Umpires Short Course, and must, subsequently, be approved, or have previously been approved, by the Umpires’ Standards Committee.
 
Each Club whose teams both play in Divisions Two, Three and Four shall nominate, in writing, to the C.Y.C.L. Secretary by 31st January 2007, TWO Umpires, who must attend, or have attended, the Umpires Short Course and must subsequently be approved, or have previously been approved, by the Umpires Standards Committee.
 
Each Club must arrange for a suitable deputy in the absence of their nominated Umpire, and this should not be an individual already participating in the match.
 
Club subscriptions will be increased by £200, but Clubs who nominate Umpires, who carry out duties throughout the season, will have this amount refunded, on a full, or pro rata basis, at the end of the season.
 
18.5     Any Club failing to provide an Umpire, or suitable deputy, for a match will be liable to a fine of no less than the Umpires match fee.
 
Rule 30   DURATION OF PLAY
 
PREMIER AND DIVISIONS 1 AND 2
    ‘Play shall consist of 100 6-ball overs with an interval of 25 minutes for tea between innings. The first batting side shall occupy not more than 50 overs. The side batting second shall occupy the balance of 100 overs not occupied by the first batting side, any odd balls being deemed a complete over. Any time lost at the commencement or after the interval must be made up if this is not due to the weather or light. Any time of 15 minutes or less lost at the start of the match due to the weather or light shall not affect the number of overs to be played. If such a delay is greater than 15 minutes, 2 overs shall be deducted for every 7 minutes delay or part thereof. Of the overs remaining the first batting side shall not occupy more than half. The second batting side may occupy the balance of the overs not used by the first batting side (odd balls being deemed a complete over). A match is not considered to be interfered with by the weather or light if the full 100 overs, or the reduced overs originally agreed are bowled.’
 
DIVISIONS 3 AND 4
‘Exactly as above with 100 overs amended to 90 overs, and 50 overs amended to 45 overs.’

Rule 36 (b)   TRANSFER OF PLAYERS
  
(4)  All transfers in season must be accompanied by a fee of £5.00. The player will not be allowed to play until the fee has been received by the League.
 
P. 21 Handbook      LIST OF REASONS FOR WHICH FINES MAY BE LEVIED
 
The fines for (2),(3),(7) and (13) will all be increased to £25.00

Rule 8   
Add
‘No overseas players, as defined in Rule 38, will be allowed to play in these competitions.
  
Rule 11    UMPIRES EXPENSES
Replace the first sentence with: -
Neutral Umpires will officiate in all matches in the Jack Hampshire Memorial Trophy and will be appointed by the Umpires Appointments Secretary. With regard to the Wheatley Cup, Neutral Umpires will be appointed by the Umpires Appointments Secretary from the Third Round onwards. Participating clubs will be responsible for providing their own Umpires for the first Two Rounds of the Wheatley Cup.

The CYCL v S. Yorkshire Challenge will be discontinued in 2007.
