Minutes of the CYCL Management Meeting Held at Ossett CC On 7th July 2006

Minutes of Last Meeting Minutes were approved as being a true and accurate account of the previous Management Meeting. Matters Arising No Matters arising.
Correspondence
- Letter from Gildersome CC dated 5th June, regarding a potential ineligible player from Stanley CC.
- Letter from Stanley CC dated 27th June, regarding the allegation of an ineligible player. The Committee resolved that a letter would go out to Stanley CC to check the credentials of the player.
- Letter from David Clegg dated the 6th June, regarding the bowling action of an Ossett player. The CYCL Secretary wrote to Mrs Helen Clarke regarding this issue. Mrs Clarke responded that the appropriate action has been taken and will send a letter to Mr Clegg to thank him for his concerns. Clubs and Umpires are reminded that there is now a Y.C.B Bowling Action Form fro those with unusual actions or actions that cause concern. This should only be used if local action has failed and is, primarily, to help young cricketers. This must be dealt with through the League.
- Letter from Batley CC dated 12th June. Batley raised their concerns that New Farnley was fined £250 for playing an unregistered player but no points were deducted.
- Letter from Woodkirk CC dated 5th June, regarding the inappropriate behaviour of two Crigglestone CC Players. The behaviour of these two players was referred to the Discipline Committee, who responded straight away. Mr J Moore of Crigglestone has been suspended from playing in the League from the 20th June 2006 until the 18th September 2006.
- Letter from Solly Sports Limited dated the 19th June regarding the current situation with the Oxbridge balls. All Clubs should have received the same letter.
- Letter from Methley CC dated 19th June, regarding the none attendance of Umpires in the Wheatley Cup Mr Paul Parkin the Umpires Representative responded to the CYCL Committee regarding this situation. It was stated that in the first two rounds of the Wheatley Cup, no Umpires are allocated. This has been the same over the last 3 years. Mr Parkins letter is to be forwarded to Methley CC along with a letter from the President.
- Letter from Ossett CC dated the 20th June, regarding a speedy response of the rain affected games letter they sent to the League last month.
- Letter from Ossett CC dated the 28th June, regarding changes in match start times due to the Football.
- Letter from East Leeds CC dated the 27th June, regarding not been able to play 2nd Team fixture against Roundhay. The Committee have resolved that East Leeds will give the 6 points to Roundhay for none compliance with the League rules and another 6 points to be deducted. The Club will also receive a £100 fine suspended to the end of season 2007 if any further CYCL rules are broken.
- Email from Mr Chris Madden to the President regarding the poor ground conditions at East Ardsley CC. The President has written to East Ardsley and also attended the ground himself.
- Letter to the President from an Umpire regarding bad language from certain players in the League.
Cricket Balls Mr Paul McFarlane stated his disappointment with the quality of this years cricket balls. Mr McFarlane spoke to Mr Solly Adams who contacted Oxbridge instantly to try to resolve this issue. Oxbridge has issued replacement balls and Mr Adams will be contacting each Club to explain this matter further. Treasurers Report.
A full report was given to the committee Once again, the Committee would like to remind Clubs that over rates and play timings fines will be given out.
Fixtures Secretary As stated in previous Minutes, Roundhay CC has a problem with their facilities not being available at the end of the season. The Committee have approached Roundhay regarding this matter and asked if they wish us to contact Leeds City Council on their behalf. Roundhay have now asked the Committee not to contact the Council. Discussions took place regarding Stanley CC cancelling matches, and in this particular case their Wheatley Cup Tie. Due to the breech in League rules, the Club will be fined £100 and both teams barred from all Cups until 2009. Results Secretary

Cricket Sub Committee The Minutes of the previous Minutes was read out in full. The next Meeting will be held on the 25th July at the Cedar Court Hotel, Bradford.
Grounds Sub Committee All Reports have now been circulated to the Clubs accompanied by a summary of the Umpires’ comments in the first half of the Season.
Outside Agencies Unfortunately the Leeds Area Council Meeting was not attended by a CYCL Representative this month, as he had not been informed of the Meeting.
Y.C.B have issued a Board approved Health and Safety Policy. Clubs are advised to read it, and either adopt it or adapt it to cover all the relevant points. This document can be downloaded from the Website www.ycb-yca.org.uk
Representative Side The CYCL Team in the Leeds Invitation Cup have won their recent game and are now in Semi Final verses the Wetherby League. It was reported that the Final could be a home game, and the Semi-Final would be 13th August, 2006, probably at Birstall. Unfortunately, our side in the Senior League Competition had lost in the Semi-Final to the Yorkshire League.

20 transfers have taken place so far this season 1613 players are registered to the League. Child Welfare

Disciplinary Last month, it was stated to the Committee that a disciplinary procedure had been started on a player from Altofts CC regarding an incident in a Match between Altofts CC and Townville CC played at Townville. This particular player has been given a 3 match ban.
Trophies Can all Clubs note that all trophies should be returned to the Trophy Steward and not the League Secretary. All trophies should be returned by the 31st July. Dinner Committee

Communications - It was stated that the match between Mirfield PC and Townville CC was rearranged and timings changed without informing the league. The Committee resolved that a letter to both Clubs and the Umpires Association will be issued stating that the Committee are not happy that Clubs are taking it upon themselves to rearrange games without informing the Emergency Committee.
The Committee would also like to highlight the rule that all correspondence should be CC to all Clubs and personnel involved. Many people, Clubs and organisations are not being copied into correspondence that directly involves them. Please refer to the rule in the Handbook that states this: Rule 44.
