Definition of ‘Unsatisfactory Conduct’
Misconduct is dissent, abuse, ungentlemanly conduct, whether verbal, written or physical, whether on or off the field, whether carried out by a player, club member, or supporter of a club or of a club which fails to properly control or discipline its players, members or supporters.

Procedures

Any report of any incident of alleged misconduct must be sent to the League Secretary in writing within three days from the date of the alleged occurrence. A copy should also be sent to the Club(s) whose player(s), member(s) or supporter(s) is/are involved in the report.

Panel
A Disciplinary Panel made up of a minimum of five Management Committee members, one of whom to act as Chairman, should then meet at the first opportunity having already sent an invitation to the alleged offender to attend, supported by two witnesses along with the complainant and supporters as appropriate.
The invitation must have been sent to the Club(s) concerned.

The Chairman should decide on the procedure of the hearing. After the hearing the various parties will be asked to leave. The Panel will discuss the incident and make a decision. The representatives will then be recalled and informed of the Panel’s decision which will later be confirmed in writing.

Appeals
A Player or Club or other person found to have committed an offence or upon whom the Disciplinary Panel has imposed a penalty should be reminded of their right of appeal to the Appeals Panel (see Rule 14 of the Handbook).
It is important to note that a suspension must be for a period of time and applies to all matches within commencement and conclusion dates.

Penalties
The Panel shall have power to impose:-
• In the case of a Player - a suspension, a fine, a reprimand, or any combination of these.
• In the case of a Club - expulsion (league or cup), points deduction, a fine, a reprimand, or any combination of these
